REQUEST FOR PROPOSALS: Equity Plan Consultant
REACH Program, Evergreen Treatment Services
REACH is a non-profit organization that provides services to individuals experiencing homelessness, substance use disorders, and disabilities. Through a client-centered and trauma-informed practice we aim to reduce individuals’ barriers to access housing and promote quality of life.
REACH seeks a consultant to work with the Race and Equity Committee as well as all staff to develop an Equity Plan. REACH wants someone who can support staff in developing an assessment of our current agency culture and develop strategies to move towards an anti-racist organization and liberation work. Furthermore, we would like a planning review cycle to assure accountability and long-term sustainability once the Equity Plan is completed.
Scope of work and Responsibilities
REACH will contract with a consultant or team of consultants to facilitate, advise, and guide the organization in establishing and implementing a process that will result in sustainable equity work. This process will involve active collaboration and relationship building with staff across all levels/programs. The consultant(s) will be expected to implement a scope of work and deliverables set forth in a signed contract through 2020.
We are open to recommendations from consultant(s), we anticipate that the scope of work will include:
-Support staff to build a framework for an assessment of
-Work with REACH staff to develop a timeline and scope that incorporates an effective and sustainable framework to implement
-Provide specific strategies to retain staff of color and staff with lived experiences
-Develop a protocol that is centered in a Diversity, Equity, and Inclusion lens to inform our decision-making process when pursing contracts and developing programs with partnering agencies
-Accurately gather and analyze quantitative and qualitative data that reflect our above stated goals and are aligned with our mission and values
-This project will be overseen by the REACH Race and Equity Committee.
The ideal consultant:
-Has a strong intersectional analysis and experience leading processes that navigate privilege and power within a non-profit organization
-Experience in change management
-Experience in non-profit organizational development and strategic planning leading to sustainability
-Has a strength-based approach and collaborate across all levels within the agency
-Has expertise in working with black and people of color communities, people experiencing homelessness and substance use, LGBTQ communities, and harm reduction approaches
-Uses an anti-racist lens and practice
-Has experience with trauma-informed strategies and people-centered approaches
– Analyzes qualitative and quantitative data to inform development of strategic plan
REACH has committed $30,000 to this process, and will continue to seek funding to support sustainability,
Proposal should not exceed 5 pages and should include the following:
-Approach: address overall approach for the project including alignment with REACH’s mission and values and vision to develop an anti-racist organization
-Names and qualifications of any team members
-Discussion of any relevant projects: please address method, roadblocks, and sustainability
-Three client references
